SOUTH PLAINFIELD, NJ - A standing room only crowd filled the municipal court room for the Dec. 5 South Plainfield Zoning Board of Adjustment meeting for a continued hearing on a pending application to erect a cell tower in the parking lot of a South Plainfield business.

Applicant NY SMSA Limited Partnership – doing business as Verizon Wireless – is requesting both use and height variance as well as preliminary and final site plan approval to construct a wireless communications facility at 2002 Park Avenue. The applicant is also seeking a side yard variance to relocate a dumpster pad.

The property, located within the municipality’s OBC-1 and R-10 zones, is owned by Demetrios and Stelios Koniarelis and is currently the site of the Park Ave Diner. Since wireless communication facilities and towers are not a permitted use within the OBC-1 zone, a d(1) use variance is required.

The case was first presented before the zoning board back in October but had to be carried over to the December meeting due to the length of testimony, which included questions from residents and board members.

The Dec. 5 meeting resumed with the continuing testimony from Frank Colasurdo, the client’s architect, who proceeded to review the borough planner's report. His testimony was halted at the request of Zoning Chair Gino Leonardis who requested an explanation as to why a tower is needed in this area. David Stern, representing Vcomm, provided testimony regarding why this location best meets Verizon’s needs but also suggested that the client is open to other areas and welcomed suggestions of locations to research.

Residents in attendance were granted an opportunity to ask questions and express concerns, with many raising objections to the tower’s location in a residential area – the parking lot of the diner is located on Warren Street - and its close proximity to a school - John E. Riley Elementary is down the block.

The zoning board does not accept new witnesses after 10:30 p.m., and, as a result, the meeting was carried over once again. It is scheduled to resume on Tuesday, Feb. 6 at 7 p.m. at which time Verizon’s team of professionals will continue their testimony on the placement and safety of the tower as well as answer questions from the board, residents, and borough professionals.

Zoning Board meetings are open to the public and take place in the courtroom of borough hall, 2480 Plainfield Avenue, at 7 p.m.

The approximately $525,000 project is being paid for through funding secured by local legislators in the state’s 2023 spending plan.

Last year, borough and school leaders met to try and facilitate a shared service plan to replace the existing turf field. With the project estimated at over $500,000, the town and school district initially planned to repair the field to meet safety standards, each footing half of the proposed $33,000 cost.

Looking for other options, Tom Cassio, vice president of the South Plainfield Board of Education (SPBOE) and a member of its Shared Service Committee, reached out to Senator Patrick Diegnan (18th L.D.), a lifelong resident of South Plainfield, for help. Diegnan, with support from Governor Phil Murphy and colleagues in the senate and assembly, secured $525,000 in the state’s 2023 budget for the replacement of the field.

“One of the reasons South Plainfield is such a special place to live is because of our tremendous sports programs,” Diegnan told TAPinto during a July 2022 interview. “The PAL is a vital asset for all our residents, especially our kids.”

The Environmental Protection Agency is seeking public input on the cleanup of contaminated soil and debris in South Plainfield after the estimated cost of the project has skyrocketed.

The Woodbrook Road Dump Superfund site, once a dump in two properties at the south end of Woodbrook Road near the Edison border, is a 70-acre wooded site largely within the Peter J. Barnes III Wildlife Preserve.

The estimated cost of the cleanup rose from $45.4 million in 2018 to $70 million in 2023, due in part to inflation and increased construction costs, according to the EPA.

In the 1940s and 1950s, the Woodbrook Road Dump accepted household and industrial waste, including electrical capacitors containing PCBs, which contaminated the surrounding soil, according to the EPA. The dump was closed by the state in 1958, and the site was placed on the National Priorities List in 2003.

The EPA’s cleanup plan calls for the removal of an estimated 147,000 cubic yards of soil and debris from the site.

“EPA values community input and involvement as we work to clean up Superfund sites,” Regional Administrator Lisa F. Garcia said in a statement. “This site is part of a large conservation area in South Plainfield, but it has been polluted by household and industrial waste for decades. After careful re-evaluation, EPA has made a few updates to the original remedy, which the public can review and comment on.”

In June 2022, the EPA announced Cornell Dubilier Electronics agreed to pay $4 toward the site cleanup.

According to court documents, during certain periods of time prior to 1963, Cornell Dubilier Electronics manufactured capacitors at its Hamilton Boulevard plant located about a mile from the site.

Court papers say Cornell Dubilier Electronics disposed capacitors returned to the company at the dump. The capacitors contained PCBs.

Under that proposed $4 million settlement, the EPA will receive $3,361,500 for site cleanup, the U.S. Department of Interior and the state will receive $265,000 for natural resource damages, and the state will receive $373,500 to resolve cost recovery claims.

A public comment period for the proposed cleanup plan runs to Sept. 13 and the EPA has scheduled a public meeting at 6:30 p.m. July 27 at the South Plainfield Courtroom.

SOUTH PLAINFIELD, NJ – The Borough of South Plainfield held its 2024 reorganization meeting on Jan. 1.

The first order of business for the new year was the swearing in of newly re-elected Councilmembers Christine Faustini and Derryck White with Superior Court Judge Robert J. Jones Jr. of South Plainfield administering the oath of office.

“Thank you so much to my family for always supporting me in everything I do,” said Faustini. “I am thrilled to kick off 2024 with this team. We have a very special town...everybody works together and takes care of each other and I look forward to continuing this journey, starting right now.”

“Thank you [to] Mayor [Anesh], thank you to my colleagues on the council. It is always humbling and an honor to be re-elected to serve this community,” White, who also extended thanks to his daughter, Alexx, and son, Noah, for supporting him over the years, said, adding, “I look forward to continuing to move the borough in the right direction and seeking wisdom from God to ensure we do that the right way.”

With the governing body in place, the reorganization meeting was adjourned, and the borough council transitioned to its first official meeting of 2024.

At this time, the initial act of business was the appointment of the law firm of DiFrancesco, Bateman, Kunzman, Davis, Lehrer, Flaum P.C. as borough attorney, followed by the nomination and appointment of Robert Bengivenga, Jr as Council President for the second consecutive year.

After being sworn in by Judge Jones, Bengivenga extended thanks to his ‘council colleagues for their support on his nomination as president and that he is looking forward to ‘the work the governing body will do in 2024.’

As Council President, Bengivenga was also charged with announcing councilmember committee assignments. They will remain unchanged for 2024 with members of the council serving as follows:

Administration, Finance & Public Information: Chair – Joe Wolak; members – Christine Faustini and Bengivenga

Economic Development: Chair – Derryck White; members – Robert Bengivenga and Faustini

Health, Welfare & Environment: Chair – Melanie Mott; members – Peter Smith and Wolak

Public Safety: Chair – Bengivenga; members Smith and White

Public Works: Chair – Smith; members Mott and Wolak

Recreation, Office on Aging: Chair - Faustini; members – Mott and White

During the reorganization meeting, Mayoral Appointments, Council Appointments, and Mayoral Appointments with Advice and Consent from the Council were announced by Anesh and those committee members present were administered the oath by Judge Jones. Additionally, Professional Service Contracts, each receiving a one-year term by resolution, for 2024 were made. All aforementioned appointments can be viewed here.

The South Plainfield Borough Council meets on the first and third Monday of the month at 7 p.m. unless otherwise noted. Meeting dates for 2024 are posted online.
