MIDDLETOWN, NJ — Two women who lived in North Middletown sued their landlord, alleging that they and their toddler son have lead poisoning from the home, and that their landlord knew about it prior to renting them the house.

The two women were identified in the lawsuit as Megan Cartledge and Laura Cartledge. From 2015 through March of 2021, they were tenants in a home at 483 Center Avenue, in Middletown but with a mailing address of Keansburg. They lived there with an infant boy.

The women said it was in February of 2021 that the baby was "discovered and formally diagnosed to have lead poisoning."

"(His) blood levels were significantly higher than the amount needed to be classified as lead poisoned under the applicable medical guidelines," read their lawsuit. "Plaintiffs Megan and Laura Cartledge were also tested and formally diagnosed with lead poisoning (in their blood)."

The women said they paid to have an inspection done of the home, and on June 7, 2021 lead was determined to be present in the home. The women said the results were reported to the Monmouth County Board of Health.

The women said in their lawsuit it was "severe lead poisoning." One of the women was pregnant with a second child at this time.

The women also claim in their lawsuit that lead was discovered in the home in 2011, before they moved in, and that the landlord never told them.

The women were represented by Greg Gargulinski, a personal injury attorney with the law firm of Rudnick, Addonizio, Pappa and Casazza in Hazlet. When he first filed the lawsuit, Gargulinski also sued the state of New Jersey, the New Jersey Health Department, Monmouth County and the Monmouth County Board of Health, Middletown Township and the Middletown Housing Authority, plus Keansburg borough and the Keansburg Borough Housing Authority.

Since then, Middletown Township has been dismissed from the lawsuit. The home is privately owned. It is not owned or operated by any municipal housing authority.

Gargulinski said the landlord never obtained a clear lead certification for the home.

The lawyer alleged all "knew or should have known of the presence of lead-based paint in the subject dwellings. The defendants knew or should have known that the subject premises were or would be occupied by young children."

The two women filed their lawsuit in January of this year and as of September, it is still proceeding in the courts. A case management conference on the case has been scheduled for October 27 before Monmouth County Superior Court Judge Owen McCarthy.

A call to Gargulinski was not returned.

The cookie selection at David Burke’s Dixie Lee Bakery was equally impressive. We tried their classic black and white cookie (they now ship nationwide) and oatmeal raisin cookie. Both varieties had a perfect texture – crisp on the outside and chewy on the inside. Their chocolate chip cookies were loaded with gooey chocolate chips, while the oatmeal raisin cookies were generously spiced, making them a delight when paired with a strong cup of coffee.

They offer custom cakes (including wedding cakes) as well as an assortment of other desserts that piqued our curiosity. We couldn’t resist trying their cheesecake, and it did not disappoint. Creamy and luscious, with a buttery graham cracker crust, it was a true indulgence. Additionally, we also tried their fruit tarts, which were bursting with fresh fruit flavors and showcased a buttery, flaky crust. It was evident that the bakery’s commitment to using high-quality ingredients contributed to the superior taste of their desserts.

David Burke’s Dixie Lee Bakery has mastered the art of presentation. Each dessert was a visual masterpiece, enticing us to try them all. From the intricate frosting on the cakes to the delicate designs on the pastries, it was clear that the bakery takes immense pride in its craft. KEANSBURG - The pounding of hammers and the buzz of saws echo along Carr Avenue, two blocks inland from the Keansburg Amusement Park. Two years after a gaggle of officials broke ground for an ambitious redevelopment project aimed at reviving this blighted stretch of property near the waterfront, there are signs of progress....

KEANSBURG - The pounding of hammers and the buzz of saws echo along Carr Avenue, two blocks inland from the Keansburg Amusement Park. Two years after a gaggle of officials broke ground for an ambitious redevelopment project aimed at reviving this blighted stretch of property near the waterfront, there are signs of progress.

The first building of “Baypoint” — which is supposed to entail 700 luxury apartment units, 45,000 square feet of restaurant, entertainment and retail space, and 1,000 parking spaces — has risen.

The brightly multicolored edifice at 19 Carr Ave. “will be complete in the middle of next year (2024),” said Morgan Sackman of Sackman Enterprises, the Asbury Park-based developer.

“Demand for apartments all around Monmouth County is high, so we feel we are in a great position,” Sackman said. “We will begin marketing retail restaurants in the upcoming months.”

Closer to the water, at the intersection of Carr and Beachway avenues, two large lots on either side have been cleared and are fenced in, awaiting construction.

“We have designed 1 Carr and 2 Carr (the addresses of the two lots) for restaurant space on the corner,” Sackman said.

The three sites along Carr encompass Baypoint’s first phase.

“In total this will be close to 190 (apartment) units,” Sackman said, adding that rental rates are not yet finalized.

Keansburg:Breakwater Beach Pavilion opens with boardwalk bites and beach delivery

It’s been tough sledding to reach this point. At the 2021 groundbreaking, Sackman told the Asbury Park Press that phase one construction would take 12 to 18 months to complete. Then delays occurred at the Monmouth County level — Carr Avenue is a county road (Route 56).

“We worked with the county to regain control of Carr Avenue from Oak Street to Beachway for now, not only for the project that is underway but for other projects that are going to take place,” Keansburg Mayor George Hoff said. “They ceded that piece of road back to us.”

That concession was granted earlier this year by the Monmouth County Board of Commissioners.

“A lot of the stuff that is going to come up in the future, they have to keep going through a process of getting (county) approval for it — having the utilities underground and things of that nature,” Hoff said. “Now they can bypass all that.”

Said Sackman: “A lot of the initial holdup was approvals we had to go through at the county level that were necessary, but now that those have been satisfied we are more comfortable putting more capital to work. Keansburg has been a great help in removing roadblocks and we continue to be confident in the future of the borough.”

Sackman Enterprises is best known for developing much of Asbury Park’s commercial district. At the Baypoint groundbreaking, officials predicted Keansburg would emulate that city’s revival.

“It’s moving along,” Hoff said. “They’re close to buttoning up the interior (at 19 Carr Ave.) I expect that to happen by winter, and then they can move inside.”

Baypoint’s footprint eventually will extend four blocks inland, to Center Avenue. A bit further west, along Oak Street, an unrelated project is in the planning stages. The Affordable Housing Alliance, a nonprofit that has built over 600 homes throughout Monmouth County, will be redeveloping a stretch of its property there in consultation with the borough.

“They want to redo their buildings and put some retail in as well,” Hoff said.

High school football summer snapshot: Keansburg feeling more explosive

The Keansburg High School football team needed a change of pace after last fall’s two-win campaign.

Can a new quarterback provide it?

That’s the hope as junior James Valle takes over the Titans’ spread offense.

“He was our JV quarterback last year and he’s been doing very well this season,” head coach Jim Reid said. “He had a great 7-on-7 season.”

The 7-on-7 season takes place during the summer and is a more wide-open game focusing on the skill position players and less on activity in the trenches.

“I think he will be a good addition,” senior center DJ DeAngelo said of Valle. “He’s shown a lot of leadership. He’s been more adaptable (to running or throwing).”

Led by DeAngelo, Keansburg returns three starting offensive linemen, but just about all of the skill players are stepping into the varsity lineup for the first time. There have been positive signs throughout training camp; they outscored Neptune and Highland Park in two preseason scrimmages.

“We have some very athletic, explosive kids,” Reid said.

A total of 46 players are out for the team – a good number for a small school.

Keansburg High School football: Top Performers

DJ DeAngelo, Sr., C/DL

DeAngelo is a wrestler in the winter and shadowed the school’s athletic trainer in the spring – he’s interested in studying physical therapy in college. After starting at center last fall, he becomes a two-way starter as a senior, lining up at nose guard on the defensive end.

“He’s doing a great job on the offensive and defensive lines,” Reid said.

John Gilliland, Sr., OL/LB

A three-sport athlete who also plays basketball and baseball, Gilliland is a returning two-way starter who is moving from the defensive line to inside linebacker.

Reed Holland, Sr., OL/DL

A returning starter on the offensive line.

Matt Rock, Jr., LB

Returning starter who will lead the defense.

Dom Terracciano, Sr., RB/DB

Will start at safety and see time offensively in the backfield and in the slot.

Jabdiel Borges, Sr., WR/DB

“Really like his explosiveness and his route running,” Reid said.

Julio Elvay, Sr., OL/DL

“He’s been doing a fantastic job,” Reid said.

Valle, who stands, 5-foot-10, also plays baseball.

Zion Cooper, Jr., RB/DB

Will be the primary running back.
