There will be two Chili Cook Off contests. The “Professional” Cook Off (commercial) will begin at 4PM sharp and the “Amateur” Cook Off (residents) will begin promptly at 5PM.

There will be performances by bag pipe bands and Daly’s Irish Dancers. All proceeds will benefit the 2024 St. Patrick’s Day Parade, taking place on March 23th, 2PM, step off at Huddy Park Highlands, NJ. There will be two Chili Cook Off contests. The “Professional” Cook Off (commercial) will begin at 4PM sharp and the “Amateur” Cook Off (residents) will begin promptly at 5PM. Once the chili lovers have tasted all contestants’ chili, they will vote for their favorite and drop their ballot in the ballot box. The results will be tallied and the winners will be announced at 5:30 PM. Prizes will be awarded to the winner of each contest. In addition to the People’s Choice, there will be an independent panel of judges.

HIGHLANDS — The Borough of Highlands has announced what it calls "significant progress" in its mission to address longstanding community-wide flooding issues. The Highlands & Monmouth Hills Flood Mitigation and Green Infrastructure Project represents a pivotal step forward in enhancing resilience and safety for residents and businesses and has recently been awarded with multi-million-dollar grant funding.

“Learning from the past, painstakingly accruing documentation, cooperating with a neighboring community, and maintaining a fierce determination to solve a 127-year-old problem has finally led to success," said Mayor Carolyn Broullon. "Since 1896, when the first home was built in Monmouth Hills, the Borough of Highlands has been negatively affected by stormwater runoff issues."

The Highlands & Monmouth Hills Flood Mitigation and Green Infrastructure Project is a strategic initiative aimed at tackling recurring flooding problems that impact NJ Route 36, an emergency evacuation route, and the Borough’s downtown Bay Ave area serving the local community. The project focuses on implementing innovative stormwater management solutions and green infrastructure to bolster the community’s ability to withstand and recover from extreme weather events. By strengthening evacuation routes and mitigating flooding challenges, Highlands aims to safeguard not only its own population but also neighboring towns.

Grant applications have been submitted to various State and Federal programs to support this endeavor. In a letter received by the New Jersey Office of Emergency Management (NJOEM) last month, FEMA notified NJOEM that the Highlands & Monmouth Hills Flood Mitigation and Green Infrastructure Project has been Identified for Further Review under the Building Resilient Infrastructure and Communities (BRIC) Fiscal Year 2022 Grant Program, indicating that the $12,193,960 grant requested is probable following potential requests for information by FEMA.

A controversial natural gas pipeline project in the state's northern Highlands is in limbo after court officials nullified a key exemption to the region's strict development regulations.

New Jersey Superior Court Appellate Division judges, in an opinion issued Thursday, invalidated an exemption to Highlands Preservation Area regulations granted to the Tennessee Gas Pipeline Company for its East 300 Upgrade Project. New Jersey Department of Environmental Protection officials have previously issued the exemption on the grounds that the proposed $108 million compressor station in the Highlands Preservation Area in West Milford was a "routine upgrade" to the utility's existing pipeline system.

The $246 million East 300 Upgrade Project includes the installation of two new natural gas compressor units in Pennsylvania and Sussex County and the construction of an all-new compressor station complex in West Milford. Under development in a former quarry near Monksville Reservoir, the complex is due to include a 19,000-horsepower electric compressor, a 3,500-square-foot office with a septic system and a 69-kilovolt electrical substation, records show.

In taking court action, officials from environmental nonprofits, namely Food & Water Watch, the New Jersey Highlands Coalition and the Sierra Club, have contended that the construction project in West Milford is far from a routine upgrade. Those groups are seeking to have the project stopped entirely, citing concerns over the potential for pollution in New Jersey and beyond. If completed, the project would pump natural gas captured outside of the state to proposed new hookups in Westchester County, New York, through an agreement with Consolidated Edison, records show.

In their opinion on Thursday, judges from the Appellate Division said DEP officials need to reconsider whether the project is indeed a "routine upgrade" to the company's existing 300 Line natural gas pipeline. The court subsequently invalidated the project's Highlands Act exemption and remanded the matter back to the DEP for further review.

Although the court left the determination on whether the project is a routine upgrade to department officials, the judges in their opinion said state legislators in adopting the Highlands Act did not intend to "exempt any upgrade a utility might propose." The judges questioned the position of department and pipeline representatives in claiming the exemption for "routine maintenance and operations, rehabilitation, preservation, reconstruction, repair, or upgrade of public utility lines, rights of way, or systems" applies to a $108 million new construction project in West Milford that pipeline officials have often described as an "upgrade."

“The court referenced the preamble of the Highlands Act, which makes the case for protecting the exceptional natural resources of the Highlands, which were under grave threat due to uncontrolled sprawl development," said Elliott Ruga, the policy and communications director for the New Jersey Highlands Coalition. "The court redrew the line against major developments that the Highlands Act intended to stop."

In their ruling, the judges said pipeline representatives did not apply for a stay in the case and have been proceeding with the project “at their own risk." Representatives for the Tennessee Gas Pipeline Company's parent company, Kinder Morgan, said they had no comment on the recent court opinion or its impact on the East 300 Upgrade Project.

Hazardous conditions cited by the governor

“Throughout the state, especially in the north and central regions, we are experiencing heavy rainfalls resulting in hazardous conditions, and the rainfall is expected to accelerate in many parts of the state over the next several hours,” Murphy said in his statement.

“Flooding remains a significant concern due to the heavy rains much of the state already experienced this week. Residents should stay off the roads, remain alert, and follow all safety protocols.”

What is a 'state of emergency'?

The state of emergency does not close roads, require that residents remain in their homes or employers send their workers home early.

The declaration authorizes the governor to speed up assistance from state agencies to where it is needed and allows the director of Emergency Management to make "resources available for rescue, evacuation, shelter and essential commodities activate and coordinate the preparation, response and recovery efforts for the storm with all county and municipal emergency operations and governmental agencies," according to the state OEM.

It also helps the state get federal assistance for cleanup from the storm.
