CARTERET, NJ — This borough is now seeking bids for the next construction phase of its waterfront ferry project that will eventually take Middlesex and Union County commuters to Midtown and Lower Manhattan.

The new phase, recently approved by the N.J. Department of Transportation, includes construction of a fixed pier; floating docks for passengers to board and disembark; aluminum gangways and timber ramps; a wave screen; and steel pilings.

A timber staircase will connect the floating dock with ferries; and two aluminum gangways will connect the fixed pier to the floating dock, according to the borough’s plans.

Carteret’s ferry service faces competition from nearby communities. South Amboy launched long-awaited daily ferries to Manhattan on Oct. 30th. Meanwhile, Perth Amboy officials say they too are exploring a New York-bound commuter ferry project.

Mayor Daniel J. Reiman says grants from N.J. Dept. of Transportation, the U.S. Department of Environmental Protection, and the federal Transit Authority – not taxpayers – will cover construction costs for the new concrete pier, floating dock, gangways, ramps, staircase, and more.

The Reiman Administration has, in fact, secured $48 million from various grant sources for the ferry project, targeted for a once-contaminated, seven-acre waterfront site formerly owned by DuPont Chemical, Mayor Reiman has said.

Work on that site will soon start on a 700-space parking lot with overhead lighting, utilities, and a stormwater runoff system, also funded with grant money.

Bidding, contract documents and plans for the new phase of ferry terminal work are available online from Carteret or from Carteret’s engineering consultant, T&M Associates of Middletown. Bidders should send an email request to psirico@tandmassociates.com.

Carteret’s ferry terminal – on the drawing board for 15 years – is to include a ticket office and lounge; a bar, restaurant and banquet hall; office spaces and public restrooms, according to the borough's plan.

The ferry project has triggered attention from two hotel groups hope to build and operate full-scale hotels in the waterfront redevelopment area.

One of those hotels is affiliated with Carteret Stages, an ambitious $1 billion waterfront redevelopment project from Shrewsbury-based J. Bezzone Inc., that has planning board approval to build a 1.3 million-square-foot movie studio complex with film production facilities, office and retail space, restaurants, and a 1,200-car garage.

CARTERET, NJ — Hong Kong-based Weida Freight System, Inc. has signed a long-term lease to occupy one of three buildings on a new light industrial campus that Crow Holdings has built off Salt Meadow Road in Carteret.

Executives from Crow Holdings Development, a Texas real estate development firm, and Carteret officials plan to celebrate a grand opening for the 126-acre waterfront area campus on Wednesday, Nov. 1, borough officials said.

Weida Freight System, a third-party logistics provider, recently signed a long-term lease for the 188,000-square-foot warehouse at 400 Salt Meadow Road, marking an expansion of its United States operation, and likely to create more local jobs.

Cushman & Wakefield announced that deal earlier this week. Cushman & Wakefield executives Jules Nissim, Stan Danzig and Kimberly Bach negotiated the lease as leasing agents for Crow Holdings at Carteret.

Weida Freight selected the Carteret site because of its proximity to the N.J. Turnpike, just a half-mile from Exit 12, and the facility has 30 loading docks and 30 tractor trailer parking spaces. The Salt Meadow Road warehouse-distribution center will be Weida’s second New Jersey warehouse and its eighth nationwide.

“We looked at properties throughout the region. Crow Holdings at Carteret was the clear choice. It inspired us to make a commitment,” said Weida’s CEO Victor Wei. “This location checks every box for our stepped-up distribution needs in the New York metropolitan area, and the ease of access to the Turnpike can’t be beat.”

Built at a cost of $240 million, Crow Holdings at Carteret has a total of 1.2 million-square-feet of warehouse-distribution space at 300, 400 and 500 Salt Meadow Road. The company promotes this site’s convenient access to Port Newark-Elizabeth Marine Terminal, Newark International Airport, major highways, and New York City.

A statement from Crow Holdings also highlights its 30-year “payment-in-lieu-of-taxes” (PILOT) agreement with the Borough of Carteret, enabling long-term tax stability that may be a benefit to potential tenants.

As part of Carteret’s deal with Crow Holdings, the company agreed to pay:

● $135 million to the borough over 30 years in PILOT payments.

● $6.5 million in redevelopment fees to fund capital projects.

● $350,000 for the waterfront river walk.

● $250,000 for the URSB Carteret Performing Arts–Events Center.

“That is real money for Carteret residents. It’s part of the reason why we went from the third highest taxed municipality to the third lowest taxed municipality in the last 20 years,” Mayor Daniel J. Reiman has previously said.

“Crow Holdings has contributed thousands of dollars to Carteret, and not just for development, but also to the arts and local programs that our residents enjoy,” the mayor said.

Reiman also touted Crow Holdings initial $87 million purchase of the 126-acre site from Rahway Arch as a brownfield restoration success story.

Contaminted and abandoned by American Cyanimide and Cytec Industries, the mayor previously called the site “a ticking time bomb,” where cyanide leached into the Rahway River and tainted sludge ponds once stood.

“Carteret was determined to take back this brownfield site and transform it from environmental disaster to economic success,” Reiman said.

Local dignitaries, Carteret Mayor Daniel J. Reiman, industry professionals and stakeholders joined members of the Crow Holdings Development team for a formal ribbon-cutting ceremony of the 1.2 million-square-foot warehouse/distribution property in Carteret.

Attendees had a chance to tour the world-class campus and see firsthand its location benefits of being less than ½ mile (one traffic light) off Exit 12 of the New Jersey Turnpike.

The three-building property at 300, 400 and 500 Salt Meadow Road is ready for occupancy, featuring prebuilt offices and 40-foot clear ceiling heights, as well as a combined 299 trailer parking spots, 174 dock doors with fully equipped loading docks and six drive-in ramps.

“This campus, which has introduced a new, world-class warehouse/distribution opportunity in the heart of the Greater Port submarket, is the result of a strong public-private partnership,” CHD Senior Managing Director Clark Machemer said. “From the start, the borough of Carteret has been a great supporter. This municipality understands that development is an economic stimulant and driver for growth. We thank Mayor Reiman and members of the Carteret borough council and administration for being part of this celebration.”

Reiman cited the borough’s commitment to thoughtful redevelopment for earning its position among the most business-friendly municipalities in New Jersey. Illustrating this point, a 30-year payment in lieu of taxes for Crow Holdings at Carteret provides long-term tax rate stability.

“We are proud to add Crow Holdings Development’s newest state-of-the-art industrial park to the borough’s ever-expanding portfolio of successful redevelopment projects and welcome the national and international business tenants that will soon call Carteret home,” he said. “My administration and the borough of Carteret were excited to work with CHD throughout this brownfield redevelopment and look forward to many years of successful partnership.”

CHD recently announced that third-party logistics provider Weida Freight System Inc. will become the first tenant at the campus via a 188,000-square-foot, long-term transaction at 400 Salt Meadow Road.

The deal was brokered by Cushman & Wakefield’s Jules Nissim, Stan Danzig and Kimberly Bach, who serve as exclusive leasing agents for Crow Holdings at Carteret. The team is currently marketing full-building opportunities of 355,000 and 480,000 square feet, with availabilities starting at 150,000 square feet.

Middlesex Water Company will invest $11 million to upgrade drinking water infrastructure in Carteret and portions of the Port Reading section of Woodbridge, beginning next month.

Middlesex Water said it intends to replace 26,000 linear feet of water main, as well as service lines, valves and fire hydrants, while removing any lead or galvanized steel service lines it encounters.

The following Carteret streets are included in the project: Arthur Avenue; Ash, Birch and Casey streets; Coolidge Avenue; Daniel, East Chestnut and East Laurel streets; Jackson Avenue; Marion Street; McKinley Avenue; Mulberry and Spruce streets; Sumutka Avenue, Sycamore Street, Tyler Avenue, and Willow Street.

In Port Reading: Dawn Drive; Henry, Holly and Larch streets; Southeast Grant Avenue and Vernon Way.

The work is expected to take eight to nine months to complete with road, sidewalk and lawn restoration to follow as weather conditions allow in spring 2024.

Residents may observe some traffic disruption as the roadway is trenched to accommodate the installation of a new water main. There will also be excavations when the service lines to each individual building structure are connected to the new mains. This will impact traffic flow, but on a smaller scale.

Affected customers will receive additional details about the project in advance of the temporary service interruption. Residents can expect unimpeded access to their homes as crews work to replace and install the new mains, water service lines and meter pits. Crews may revisit streets multiple times to complete all facets of the work. Drivers and pedestrians are advised to practice caution in the areas where work is underway.

The project also includes the installation of exterior below ground meter pits to eventually house water meters at each customer’s premise. The company’s long-term plan is to relocate meters from inside the home to exterior meter pits for greater customer convenience and safety. The actual relocation of the meter will occur when the customer’s meter is regularly scheduled for testing.

Customers affected by the project can expect to be without water service for a period of up to eight hours as their water service line is transferred from the old water main to the new main. Customers will be notified of the expected timing of this transfer in advance through phone calls and door hangers.

The district’s average teacher salary is $81,251, and Woodbridge’s school district budget for 2023-24 is $326.7 million.
