BELMAR, NJ — The Belmar Council recently passed an ordinance that approves the display of banners portraying local veterans that will be featured across the borough. The initiative was spearheaded by Councilwoman Maria Rondinaro and the New Jersey Veterans Chamber of Commerce and will be carried out just in time for Veterans Day, November 11.

Resolution 2023-220 establishes the Military Veterans Banner Program to “recognize the military service of borough residents via approving the display of banners along certain designated streets and roads within the borough of Belmar.” The banners, which are 24”x 48’’ heavy vinyl banners, will display a photo of the veteran, their name, the military branch they served with, their rank, the era they served, and any medals, if applicable.

"I am proud that we are instituting the Veterans Banner Program here in Belmar,” said Mayor Jerry Buccafusco. “We should encourage every opportunity to recognize our veterans. My thanks go out to Councilwoman Maria Rondinaro for organizing this effort with the New Jersey Veterans Chamber of Commerce."

The submission deadline for those who want their loved one’s banners hung by Veterans Day is October 23. However, submissions will be accepted afterwards, but aren’t guaranteed to be displayed by Veterans Day. Applications can be filed online here and cost $100, with checks being made out to “Borough of Belmar.” Those looking to apply in person can also pick up a physical application at the Belmar Municipal Building, 601 Main Street. Photos can be sent digitally, or physical photos can be scanned at Wingman Printing, located at 801 Main St., Unit 1H in Belmar.

The borough added that it is working on lowering the cost by “exploring creative proposals to offset the expenses in 2024.” Additionally, officials are working on potential sponsorships from businesses and residents to further offset future costs.

Rondinaro said she thought of this idea while visiting Watkins Glen, New York, where she has family. Watkins Glen also has a veterans banner program, and she said seeing her veteran relatives being honored was “so touching,” and thought the program would be great in Belmar as well.

“Having seen a similar Veteran's banner program on display in Watkins Glen, New York, where my grandfather and great uncles who served were from, I was inspired to launch a similar program recognizing our fellow residents here in Belmar. There are many Belmar residents, both living and passed, who deserve to be honored through this initiative because they make up the fabric of this small community,” Rondinaro told TAPinto. “For instance, after serving in the Korean War, my neighbor, Bill Wright, returned to Belmar in 1954, built his own home, started a family and a small business, and through volunteerism continues to contribute to our community. People like Bill are part of Belmar's success story."

This program comes just months after the borough of Belmar was declared a “Veteran-Friendly Municipality.” The certification came with the mayor and council passing Resolution No. 2023-79, which has the purpose of “establishing goals for contracting with veteran-owned business enterprises, hiring veterans in the municipal workforce, and recognizing the military service of residents in civic affairs of the borough of Belmar.”

BELMAR, NJ — A workshop regarding redevelopment plans was held at the most recent Mayor and Council meeting. Presenting the workshop was the borough’s redevelopment attorney Joseph Baumann of McManimon, Scotland & Baumann LLC. The discussion focused on the borough’s affordable housing process, of which there were some problems inherited from a previous governing body.

According to Baumann, the borough is going through a process to “protect themselves” from a builder’s remedy lawsuit. A builder’s remedy lawsuit is essentially when court higher-ups and developers have the ability to step in and dictate the specifics of affordable housing placement without needing to directly consult the municipality.

“Municipalities have the ability to protect themselves against a redeveloper or developer coming into town and having the court impose upon the town a certain amount of density or a particular project in order to meet its affordable housing obligations,” Baumann said. “You protect yourself by going through a process, that we’ve since engaged in, designed to identity how much affordable housing can be built and have a say in how that process goes… We’re going to be in a position to have a lot more say about how our affordable housing obligations are met than we would’ve had nine months ago or ten months ago before we began this process.”

Baumann added that the borough is “in the driver’s seat,” but “not the only ones in the car.” Affordable housing officials and interveners, also known as developers, are still somewhat involved in the process. However, Belmar will have the most control in the matter, according to Baumann.

Baumann’s team also discovered three projects in their process, which were approved by the previous administration, that he says were not approved legally. One of the projects, which was approved in December of last year, concerns Eastport of Belmar, a project that consists of 14 townhomes, with 5,000 square feet of retail space, along with 12 diagonal parking spaces on Sixth Avenue and five public parking spaces on Main Street.

Because a tax abatement was built into the Eastport of Belmar agreement, the borough cannot comply with it because proper procedures were not followed. Baumann said that there are several boxes to tick off when doing a long-term tax abatement, however, those boxes were left unticked by the previous governing body.

A similar situation occurred with a project involving Newman Ventures, LLC, which has plans to build affordable housing on 11th Avenue. The agreement, which was approved in 2019, also had an issue regarding a 9-year tax abatement built into it, which Baumann’s team also believed to be invalid.

Baumann said that the two developers of these projects were “very cooperative,” and agreed to the removal of the tax abatements. Both projects will move forward without the abatements.

The third project involves Sachem Pond LLC, which has already built a housing development on the corner of Main Street and Ninth Avenue. This development also has a 10-year tax abatement, which again, Baumann considers invalid. Baumann said while discussions with the developer are preliminary, the borough has already taken the position that they won’t honor the tax abatement.

In an effort to protect itself from a potential lawsuit, the borough adopted two resolutions that would amend redevelopment agreements’ tax abatement clauses. Resolution 2023-206 authorizes “the execution of a first amendment to the redevelopment agreement by and between Newman Ventures, LLC and the borough of Belmar in connection with the property identified as block 117, lots 3, 4, and 5 on the borough’s tax maps commonly known as 807-809 11th Avenue.”

Resolution 2023-20 authorizes “the execution of a first amendment to the redevelopment agreement by and between Eastport of Belmar, LLC and the borough of Belmar in connection with the property identified as block 55, lots 9, 10, 12 and 13.02 on the borough’s tax maps commonly known as 508 Main Street.” The area consists of 14 townhomes, with 5,000 square feet of retail space, along with 12 diagonal parking spaces on Sixth Avenue and five public parking spaces on Main Street.

“We will thread the needle of meeting, not overbuilding, our affordable housing obligation,” Baumann said. “It’s a needle and it has to be threaded, we have no choice and we have to go through it.”

Baumann’s team is expected to return to the council later this year with the actual potential projects brought in by the developers. He added that, under state law, 20 out of 100 units must fit the affordable housing standards in the municipality.

The next Mayor and Council meeting will be held on Tuesday, October 10 at 6:30 p.m.

BELMAR — Plans by Verizon to install 5G towers around town already had residents upset — even before a social media creator’s fake lawn signs boosted emotions.

5G, or fifth generation, is the latest wireless mobile phone technology, first appearing in 2019.

However, concerns about potential health impact and misinformation about the way 5G operates have led to strong resistance among local communities.

A crop of lawn signs against any new 5G towers have sprouted up in yards across Belmar — and drew the attention of a well-known social media creator based in New Jersey.

MonmouthCountyMemez started in 2019, the same year that 5G first arrived in the world.

It has now grown to over 250,000 followers on all social media platforms, and changed its name to one with profanity in it — “JustJerseySh*t.”

The account’s creator posted a video Sunday saying that after failing to be able to get his own lawn signs against the project, he decided to create a few that appeared to support 5G.

He said local social media groups for Belmar lost their collective mind — and gave start to a new conspiracy theory that Verizon was paying summer tenants to post the signs.

The same 5G monopole installation issue was addressed last week during a regular meeting of the Monmouth County Board of County Commissioners.

The board passed a resolution for local and county government to review the Telecommunication Act of 1996, “to explore the legalities of the placement of electronic data Collection Systems.”

“Additionally, the County will be initiating a Request For Proposal (RFP) for the creation of a Master Plan related to the limitation on the placement of 5G monopoles," Monmouth County Commissioner Director Thomas Arnone said in a written statement.

“This is a strong statement of support for all of our towns, especially Belmar, where residents and their borough council have raised concerns related to the health and environmental impacts of 5G monopoles,” Arnone continued.

A lot of public concern around 5G stems from electromagnetic radiation, according to global research organizations.

According to Forbes Health, 5G uses higher radio frequency than previous generations 4G and 3G — while all three work by producing electromagnetic waves to send and receive data.

BELMAR, NJ — The Mayor and Council heard a presentation at its most recent meeting about the latest plans for the long-awaited skatepark remodel. According to officials, the new skatepark will be a massive upgrade from the original, and will also be ADA (Americans with Disabilities Act) compliant.

The skatepark, located at Dempsey Park (16th and Railroad avenues,) has been closed for several years after the previous administration and its insurance company deemed the park unsafe. Since then, several residents and visitors have urged local officials to take another look at the park. As a result, the borough has put together the Belmar Skate Park Committee, spearheaded by engineer Nicholas DeCotiis who is donating his time to create the plans.

“The park was designed to be inclusive for as many people as possible. In addition, the park is designed for all ages and all skill levels,” DeCotiis said. “We’re going to also be doing some other things in terms of making it more accessible to everybody. That’s kind of the signature part of the goal of the project, is to make an experience that is open to everybody.”

According to DeCotiis, the park will remain in Dempsey Park, however, will be placed further away from the street, closer to the recycling center. The park will be 18,000 square feet, double what the original park size was. It will also feature a 1,900-square-foot bowl that will be 4-6 feet deep, as well as a 10,500-square-foot “street area.”

ADA measures have been put into the design as well to assist people like Anthony Ferraro, a blind skater who has been advocating to reopen the park for years now. According to DeCotiis, the park’s features will be longer, allowing people like Ferraro to properly feel them out before skating them.

“We’re really excited about the designs going on. Growing up blind, I learned how to skate at Belmar’s skatepark, and it was very convenient because I didn’t have to get a ride or anything. Now I have to pay for Ubers or bug my pregnant wife for rides to the skatepark, it’s a little trickier,” Ferraro said. “Skateboarding is becoming more accessible to everyone. People in wheelchairs, with all types of abilities, are skating. It’s a way to stay out of trouble and have a community in your area, and have a safe place to go… I think it’s really important how everyone’s behind making an ADA-adaptive skatepark, which will be, I think, just incredible for the area.”

Ferraro added that the park would not only assist skaters with special needs but also bring a great deal of visitors and publicity to the borough. He said that with the rise of accessible skateboarding, it’s possible that the park could potentially host competitions with an adaptive skating division.

“It’s really important, and it means the world to me that our community is doing this and how far we’ve already gotten,” Ferraro said. “I think it could be a really positive thing for the community.”

According to DeCotiis, fundraising has already begun, and once the funds are raised it should take two to three months for the park’s completion. The cost estimate for the park is around $1 million to $1.5 million. The committee is still working on the means to receive online donations, however, you can keep up to date by visiting its Instagram page.

BELMAR, NJ — The Belmar Public Library has announced several events to kick off the first month of the new year. From a special author time to yoga classes, here’s what to expect from the Belmar Library this January.

On Saturday, January 20, at 10 a.m., there will be a special authortime event featuring Jennifer Clearwaters and Cynthia O’Connell. The duo will be discussing their new book “The Elevation Principles.”

“The Elevation Principles gives you the guidance, resources, and support to break free of old habits, hold yourself accountable, and create new pathways for change,” a statement read. “This book offers ways to climb the ladder of possibilities through clearly defined principles that are simplified to easily fit into your daily schedule.”

Clearwaters and O’Connell are “lifetime educators, learners, and athletes- have done the research on behavioral change and mind-body balance.” Click here to learn more about the authors of “The Elevation Principles.”

Those looking to improve their physical and mental health in other ways can also stop by the library every Thursday, when both chair yoga and mat yoga sessions are being held. The sessions are led by professional Yoga practitioner Brenda Yarnold.

“Brenda is a very well-known professional Yoga practitioner in the Jersey Shore area and has a desire to help others who feel “out of place” in their bodies either because of illness, weight issues or otherwise,” a library statement read. “Brenda is known for her compassionate and non-judgmental teaching style, and her classes are challenging to her population yet fun. She shows her clients how to create a pain-free body, allowing them to live fully the life they desire.”

Chair Yoga sessions begin at 10 a.m., and mat Yoga sessions start at 11:30 a.m. Attendance is free for residents, and $5 for out-of-towners.

The Belmar Public Library is also still offering its weekly events, including Tai Chi, storytime, meditation, knitting club, and more. To learn more about these events and registration, visit the library’s website here.
