RED BANK – Karen Fluharty began searching for housing options for her son Ryan when he was a teenager, knowing that when he turned 21 he would lose access to many of the services for people with developmental disabilities.
Her son, who is on the autism spectrum, could live independently to a certain extent, but he needs someone to walk him through certain tasks like booking an Uber. The options for housing, like group homes, are not designed to support his more independent lifestyle.
The Montville woman found herself asking, “Is this the quality of life that I should settle for, for my son?”
Fluharty was worried. So she decided to build her own solution, literally.
A 33-unit apartment building for neurodiverse individuals was approved by Red Bank’s zoning board last week by a 6-1 vote. It would be the first neuro-inclusive apartment building in New Jersey.
“I’m so so so happy and grateful and inspired,” she said. The building dubbed Thrive Red Bank is scheduled to open in 2025 and construction could begin early next year, she said.
Of the 33 apartments, 32 one-room apartments will be for residents and one studio apartment will be for the onsite staff members called navigators. Five of the apartments will be considered affordable apartments.
Amenities will include a teaching kitchen, a health and wellness area, and a game room, according to Fluharty.
Her nonprofit Parents with a Plan was founded by Debbie and Mark Tabakin, who are also raising a child with a disability, and John and Robin Klein, who have worked with Red Bank's nonprofit Lunch Break.
Parents with a Plan has partnered with the Rutgers Center for Adult Autism Services, founded in 2016 by Dr. Christopher Manente.
"What's magical about Thrive is that it's the first neuro-inclusive supportive housing development (in the state) that is going to embed really high-quality natural supports for its residents," Manente said.
Parents with a Plan will build and operate the building while the Rutgers center will provide the services for the apartment.
Fluharty is urging potential tenants and their families to contact her nonprofit with questions or to be considered for an apartment. She said Rutgers will screen applicants.
'Until it affects you':Wheelchair users still battle to make NJ more accessible
“We’re not a group home; we are not someone that has one-on-one eyes on an individual at all times. We are an apartment building and our residents come and go as they please,” she said. “They prepare their own meals. They need a level of ability to safely navigate the community.”
The approved three-story building will be located at 273 Shrewsbury Avenue. Its location was chosen in part due to its walkability and its access to mass transit, according to Fluharty. The point is to get its residents out into the world and interacting with their neighbors through work, volunteering, or community activities.

NJ Transit buses 832 and 838 have stops at the intersection of the approved apartment building, but neither are marked. The buses stop if flagged.
Fluharty said residents will have keycards and visitors would need to have their IDs scanned for a quick background check.
Manente said his plan is for Rutgers clinicians to work with residents and for the center to leverage its knowledge of disability-related agencies to connect residents with services.
"The real key ingredient in providing effective services for adults with autism is taking the concept of individualization literally," Manente said. "We start with the person. We get to know them. ... We set out to make an individualized plan with a very specific objective and strategies that would be implemented for helping that person on the spectrum realize their hopes and dreams for their future."
Manente said adults with autism have a worse quality of life compared to other adults.
"That's in terms of unemployment and mental and physical, emotional health. In terms of social engagement and independence," Manente said. "Having an excellent supportive place to live is really foundational to all of those other outcomes."
He said the most common housing arrangement for adults with disabilities currently is group homes.
"Many of those organizations are of really poor quality. The folks who are working there aren't expected to maintain very high levels of training or qualifications. They're often not paid very well," Manente said.
Manente said many other adults with autism live with their parents. But he said with aging parents, it is not a proactive solution.
"It often ends up costing more stress on the systems and support and it's much more costly financially than to have to scramble reactively to find someone a place to live," Manente said.
Fluharty's fears that her son Ryan, now 21, would finish high school and "graduate to (his) parent’s couch" did not come true.
He lives across the country in an apartment building that specializes in supporting residents like him called First Place Arizona, which Thrive Red Bank has used for inspiration.
“He’s my only child and, as a single mom, I had to make the choice,” Fluharty said. “And it’s a hard choice to say, my neuro-diverse son … is now moving, he calls it 8,999 miles away from mom. … Parents shouldn’t have to make the choice between the best program and being able to be in the home state that you live.”

The rain can’t keep us away forever! While we had to postpone our inaugural Red Bank Oktoberfest as a result of the storm, we did have a rain date. And if a rain date needs to be used, we use it, and that’s exactly what we’re doing with Oktoberfest.
So, this Saturday, September 30, please join us in the plaza between Triumph Brewing Company and the majestic Two River Theater between 1 and 5 PM for the Red Bank Oktoberfest! Oktoberfest is a family-friendly festival featuring great food from local Red Bank restaurants, fun kids’ activities, craft vendors, live music and beer! Lots of beer! And all of it brewed right here in Monmouth County! We’ll also have some tasty spirits from Monmouth County distilleries and some wine.
There is no entry fee for the festival, but if you want to sample the great Monmouth County beers and spirits, and you’re 21 and over, that will cost you a few bucks. If you purchase your tickets before midnight on Friday, you will pay $45 for unlimited sampling and $25 for a 12-pack, which will get you 12 samples of your choosing.
If you buy your tickets on Saturday than those prices go up to $55 for unlimited sampling and $35 for the 12 – pack. So why not buy those tickets ahead of time and save some bucks?? You can do that in seconds by going to redbankoktoberfest.com.

RED BANK PORCHFEST RETURNS ON SUNDAY!
Porchfest is a free music event held around North America where musicians play on people’s front porches, hence the name! The idea of Porchfest is to bring local musicians and neighborhoods together to celebrate and create a real sense of community. The original Porchfest started in Ithaca, New York with 20 different musicians. Now there are dozens and dozens of Porchfests that take place all over the U.S. and Canada!
Red Bank’s Porchfest began last year, and it was so successful that the organizers, including our Mayor Billy Portman and Marta Quinn from the housing nonprofit HABcore, decided not only to bring it back, but to make the event even larger! And that’s exactly what they’ve done!
Take a look at the lineup below and you’re likely to see some familiar names. All of these folks will be playing on your neighbor’s front porches and driveways! And Porchfest is absolutely free of charge! They will, however, be accepting donations, and all the funds raised will go to support HABcore, whose mission is to help veterans, families with children, and individuals with special needs who have experienced homelessness. HABcore provides affordable, supportive housing in both Monmouth and Ocean counties and they do some amazing work with some of our most vulnerable residents, so I hope you will not only support Porchfest but HABcore as well!
Additionally, Porchfest is being presented by our good friends at the Count Basie Center for the Arts, so I’d like to thank them as well for giving Porchfest a boost! Porchfest is also supported by some of our great downtown merchants like the Artisan Collective, Elli’s Backyard and the Dublin House, along with my dentist, Dr. Zeik from Zeik Dental.

Hispanic Heritage Festival – this event, the second annual, was also postponed last weekend and has been rescheduled for Saturday from 2-6 PM at Riverside Gardens Park. If you’re going to Oktoberfest, you’ll still have time afterward to head on over to the park for this celebration of Hispanic culture!
Hair at the Two River Theater – performances of the hit show Hair begin this Saturday at 8 PM and continue on Sunday and then through October 22. More info on that at tworivertheater.org.

The council first approved an ordinance to adopt the establishment of wages and salaries of borough officials and employees.

Borough councilman Ben Forest said, that he thought, “I don’t really like the idea of our (future), Borough Manager deciding what increment (pay) the council would get. I think it’s unseemly to have a (borough) manager who works for us, who we hire and we evaluate. I would prefer that we have a policy that we as a body, decide if and when we get raises.”
The resolution calls for Mayor Billy Portman’s annual compensation to be a minimum of $7,301 (maximum $8,000) and the councilpersons minimum of $3,650 (maximum $4,000).
All compensation/salaries will be paid retroactively from January 1, 2023.

The council voted unanimously to approve the introduction of ordinance to formally adopt the Council-Manager form of government that was approved by the voters in the November 2022 election
Emergency Funds for Building and Grounds

SHREWBSURY, NJ — One of the lucky contestants in Thursday's premiere of "The Golden Bachelor" is right in our midst - from Shrewsbury.
She was one of three New Jersey contestants, but the only one of the three chosen to continue her journey for what ABC producers call "mature love."
Theresa, 69, is in financial services, her bio from the show says. And she is among the 22 women who signed up to win 71-year-old Gerry Turner's heart on the show that aired its first episode Thursday.
Turner is a widower and the opening scene showed the support he had of his daughters in finding a "second love of his life."
In true "Bachelor" fashion, woman after woman appeared in amazing clothes and exhibited their uninhibited sides in such stunts as arriving on a motorcycle or, as one woman raised on a farm chose, making her way over to Turner with a basket of eggs - and later doing a little chicken dance.
Theresa herself had a bold move, showing him her "birthday suit," but it was just another outfit under her snappy black dress - albeit nude colored.
All the women seemed to enjoy the whole concept and some were unusually direct in their comments to Turner, as in "I'm gonna marry you!"
But six women were eliminated in the first round, including Anna, 61, a retired nutritionist from Summit, and Maria, 60, a health and wellness director from Teaneck.

According to her ABC bio, Theresa is a "gorgeous catch with a huge heart. She is very close with her children and grandchildren and loves nothing more than seeing them all thrive. Theresa describes herself as optimistic, encouraging, and ready to love again after loss. She hopes to meet a partner who will be her best friend in this next chapter of life and will appreciate all the little moments with her."
Some "fun facts" about Theresa are that she loves to sing - alone in her car; she also taught herself all about the stock market and she loves '70’s rock, both soft and hard.
"The Golden Bachelor" airs on Thursday nights on ABC and is also available for streaming on Hulu.

RED BANK, NJ: The Borough of Red Bank announced details for its second annual Hispanic Heritage Celebration, taking place this year on Saturday, September 23 at Riverside Gardens. The event, which coincides with the onset of National Hispanic Heritage Month, takes place from 2:00pm – 6:00pm and is free and open to the public.
Music, food and live entertainment from Xol Azul Band, Calpulli Mexican Dance Company and others will be featured.
Red Bank’s Hispanic Heritage Celebration was hatched as a collaboration between Red Bank’s Parks& Recreation Department, the Count Basie Center for the Arts and the Red Bank Library, which recognized and agreed on the importance of honoring the rich cultural tapestry of its community. That this celebration is being held during the onset of Hispanic Heritage Month is meant to punctuate the importance of that recognition.

While last year’s event was a small, closer-knit gathering, this year’s location and lineup of local artists aims to facilitate an even greater opportunity for the borough’s Hispanic heritage to be celebrated and shared with the community as a whole.
Planning for the Hispanic Heritage Celebration created a committee that includes community members and partners like Monmouth Mental Health Association and American Friends Service Committee, to pool resources through collaboration and use their knowledge of the Red Bank community to make this celebration a success.
The mission of the planning committee is to strengthen the bonds within the Hispanic community and encourage cross-cultural interactions that would make for an impactful and culturally authentic celebration.
