MANALAPAN, NJ — Veolia Water New Jersey has finalized its agreement to buy the Manalapan Township Water System for $4 million, company officials announced Thursday.

The announcement comes after 67% of voters approved the water system sale in a referendum vote on Nov. 5.

Now that the agreement has been signed, Veolia said they plan to perform “critical infrastructure improvements” to ensure that the system continues to meet the "highest standards of water quality and reliability."

According to Veolia officials, the water system serves approximately 3,500 households and businesses, and Veolia itself has been a trusted partner with Manalapan since 1995, when it first began managing the water system for the township.

“We are honored by the trust the residents of Manalapan have placed in us, and we are eager to make improvements that will serve this community,” said Alan Weland, the regional president of Veolia Water New Jersey. “I want to thank the Township Committee and voters for approving the sale as the best way forward for Manalapan.”

“The acquisition reflects Veolia's commitment to enhance communities by providing cost-effective, innovative solutions for sustainable water management in line with Veolia’s GreenUp strategy, which strives to transform the environment through cleaner water, reduced emissions, and technological innovation,” Weland continued.

Over the summer, the town hosted an information session for residents to learn more about the water sale and voice any questions or concerns.

According to then-Mayor (now Deputy Mayor) Mary Ann Musich, selling the water system became necessary to ensure the completion of needed system improvements and repairs.

If the town didn’t sell the water system, Musich said they would have to bond for $20 million to complete them, which would result in residents having to pay for improvements as well.

“If we don’t sell the water utility and we end up keeping it, all the improvements that have to be done — probably $20M plus — we would have to bond for,” Musich said. “So everybody in the town will then have to pay for that.”

After residents approved the sale in a town referendum vote on Nov. 5, Veolia agreed to purchase it for $4 million and is now working with Manalapan to ensure a smooth transition for customers.

Pending approval from the NJ Board of Public Utilities (BPU), the company anticipates completing the acquisition in late 2025.

“This sale will improve the water system and help us continue to make Manalapan a great place to live,” Mayor Eric Nelson said. “Veolia has the experience and the expertise to make the necessary upgrades to the system to deliver safe water and reliable service to our families and our neighbors.”

Saker ShopRites, the Holmdel-based owner-operator of 39 supermarkets in Central Jersey and the Jersey Shore, has a store on the drawing board for Route 33 in Manalapan.

It seeks to replace an older location in Stafford with a new store on the site of the former Kmart on Route 72 at the Manahawkin Commons shopping center. Saker ShopRites also has plans to renovate its Freehold Township store, which was built in 1963.

Here's where things stand so far.

Manalapan

A ShopRite supermarket is proposed for Manalapan Crossing, a village development on Route 33 at Millurst Road, with a hearing before the Planning Board expected to continue in 2025.

Cardinale Enterprises, Manalapan Crossing's developer, wants to replace three previously approved retail and restaurant buildings which have not yet been built. The new Manalapan ShopRite Manalapan will be 83,559 square feet, said planner Ian M. Borden, president of Professional Design Services in Lakewood, at a Planning Board hearing last month.

The project has some opposition. A group of residents at K. Hovnanian's Four Seasons at Manalapan Crossing, which is located behind the proposed supermarket, have hired Red Bank lawyer Ronald S. Gasiorowski. Gasiorowski said he had no comment on the plans.

In an earlier report, developer Vito Cardinale said Route 33 needs a major supermarket. The Manalapan ShopRite will be located between Saker ShopRites on Route 9 in Freehold Township and Route 130 in East Windsor.

Freehold Township

Saker ShopRites also has proposed renovating and expanding its 60-year-old Freehold Township store at South Freehold Shopping Center on Route 9, according to a redevelopment plan approved earlier this summer by township officials.

When it's done, the Freehold Township store will be 86,500 square feet, 41% larger than the current 59,182-square-foot store. The new store will also be attached to a new ShopRite Liquor Warehouse. An earlier plan called for the construction of a new store from the ground up.

The project has been in the works for years.

A spokesperson for Saker ShopRites could not be reached for an update on the project. Mayor Anthony J. Ammiano said the project is moving forward.

"The ShopRite project has been moving towards the redevelopment of the site, and many of the issues with the challenging design of the site have been resolved," Ammiano wrote in an email to What's Going There.

"We anticipate that work on the redevelopment agreement will be finished in the coming months and that the Planning Board should have an application from Saker ShopRites by midyear."

Saker ShopRites controls the project's timing, he added. "The township has been partnering with them to try to keep the project moving towards commencement," he said.

The redevelopment will mean big changes for the South Freehold Shopping Center, which is now mostly vacant. Currently, it consists of ShopRite attached to a L-shaped 72,729-square-foot strip shopping center.

Stafford

A Planning Board hearing on a proposal to convert the former Kmart on Route 72 into a new ShopRite will continue in the new year.

Saker Properties of Manahawkin LLC, which owns Manahawkin Commons, has proposed to renovate the former Kmart and part of the adjacent strip shopping center to make way for a 120,000-square-foot supermarket and about 18,000 square feet of retail space.

In late 2021, Saker ShopRites purchased seven ShopRites stores in Ocean County, formerly owned by Perlmart Inc., including the current ShopRite of Manahawkin supermarket located at Stafford Square Mall on Route 72, which would relocate to the former Kmart. If approved, the new proposed ShopRite would be more than 70% larger than the existing 70,000-square-foot grocery store.
