Jersey City is due for a $50 million windfall after negotiating a new 40-year deal with the city’s Municipal Utilities Authority.
The contract, which would keep the autonomous agency in charge of the city’s water and sewage systems, is expected to be introduced at Wednesday night’s City Council meeting. The franchise agreement would require the Municipal Utilities Authority (JCMUA) to pay $30 million within 90 days from the approval date, then $10 million in 2025 and 2026.
That money would be paid in addition to the annual $23 million the agency pays the city as part of a 22-year agreement set to expire in 2027. The new contract will keep the MUA in charge of the city’s water supply until 2063.
City Business Administrator John Metro said at Monday’s caucus meeting the money from the MUA “will go toward existing bond debt that we have to draw down,” but he did not provide specifics. City spokeswoman Kimberly Wallace-Scalcione also declined to discuss how the extra funding will be spent.
“An agreement with (water company) Veolia” will provide the $50 million the MUA will pay the city, Metro said, but again no details were provided Monday. A spokesman for Veolia, which handles the billing side of the Jersey City water operations, declined to comment.
Wallace-Scalcione said Tuesday “MUA will work out a payment schedule with Veolia to satisfy the franchise agreement.” MUA Executive Director Jose Cunha could not be reached for comment.
She noted that the MUA is in “better financial shape to take on these negotiations than it was when the original agreement was made years ago,” in 1997. “Therefore, with the franchise agreement set to expire … we’re working proactively to have a new agreement in place that will benefit the city and taxpayers with little impact on the MUA.”
Metro said the deal will deal will have “minimal impact” on the rates consumers pay for water usage and Wallace-Scalcione added Tuesday that Metro “never said it will equate to a rate increase.”
Jersey City owns its own reservoir, located in Boonton and Parsippany, which is managed by the MUA. The MUA’s revenue includes residential water bills and fees for providing water to other cities, including Hoboken.
Downtown Councilman James Solomon asked Metro Monday if the annual franchise fee could be amended in the future. Metro said the city has amended the fee in the past, “basically, the ratables grow in the city and we go back to renegotiate for the continuation of services.”
“The one concern I have is just to make sure this doesn’t hurt us in the long run,” Solomon later said. “I am just making sure we are doing right to a future council 10 or 15 years down the line.”
JCMUA officials will speak about water rates at the next caucus meeting Oct. 10, the business administrator said.
Finance Director Carmen Gandulla told the council the city originally planned to make this agreement in 2020, but the COVID-19 pandemic put it on hold.
“The water usage went up,” Gandulla told the council. “We would’ve done this in 2020 but COVID …If you recall we couldn’t collect …”
Moratoriums on shutoffs of utilities like water, gas and electricity were placed in 2020 during the COVID-19 pandemic by Gov. Phil Murphy as many people began to lose their jobs when businesses shut down. Once the moratoriums ended on March 15, 2022, property owners were given an initial six-month grace period to catch up on payments.
An executive order was also in place requiring that all utilities offer a 12-month, no-payment-down, interest-free payment plan to customers before disconnecting service or imposing liens.

Amazon has cut the price of Apple AirTags to its lowest price in over a month.
The deal offers a four-pack of Apple AirTags for $85, instead of $100, for a savings of 14% off. That’s even cheaper than Prime Day (when they were $89).
This is the cheapest that Amazon has sold the Apple AirTags for since June.
Apple’s AirTags can be used to help locate lost items, including luggage, using the Find My app. The AirTags connect to an iPhone or iPad and can be found in locations further away from Apple’s Find My network.
The AirTags can be located by asking Siri for help or with a notification sound that plays when the devices are in the lost mode. They also have a battery life of up to one year and are IP67 water-resistant.
