TINTON FALLS — Operators of the Monmouth County landfill in town have been working to explain just why the site is reeking stronger than ever lately, amid frustration by local residents.

At a Tinton Falls Township Council Meeting on Jan. 16, Monmouth County Commission Director Tom Arnone addressed the room, joined by fellow Commissioners Ross Licitra and Nick DiRocco.

The landfill's operating company, Waste Management — known as WM — also had a representative at the meeting, with a presentation on how this very wet winter has added some challenges to their gas collection system.

"We understand the neighbors' frustration, we share that frustration, and we're working as quickly as we can to correct that," John Hambrose, regional spokesman for Waste Management, or WM, said to New Jersey 101.5 News in a phone interview on Tuesday.

He said frequent rain causes a landfill’s soil cover to move, making it easier for gas to escape — while also accelerating the site's production of gas.

Some factors at the Monmouth County landfill, as presented at the January Tinton Falls Council meeting:

Landfill has taken on another 2.1 million tons of garbage over the past five years - such debris generates landfill gasses.

☔ “Unreasonable rainy weather pattern,” with nearly 16 inches of rain in the span of a month, alone, according to the WM rep.

Contractor delays also due to the rain, hard to do excavation work and get materials in place

Hambrose said the saturated conditions do make it an extreme challenge to safely use the heavy machinery needed in work to restore soil erosion — as well as building out more wells to trap gas before burning it off with enclosed flares.

The site's long range plans also involve capping, both with soil and a synthetic material.

Hambrose said that a landfill is much like building a large garbage bag, piece by piece, to contain what is inside.

While speaking at the Tinton Falls Council meeting, Commissioner Arnone said that recent quality of life complaints by residents — including from some of his own relatives — had left him “very, very angry” with the issue over the past several weeks.

"No disrespect to the attorneys or anything like that — I’m not one of them; I’m a street guy, a landscaper guy, when I get mad, I get mad," Arnone said, to some chuckles from those in attendance.

TINTON FALLS, NJ — This week, Monmouth County Commissioner Tom Arnone updated the public on new plans from the county to address the bad smells coming from the Tinton Falls landfill.

"I want to update everyone on our efforts to eliminate the odors being emitted at the Monmouth County Reclamation Center," said Arnone in his monthly newsletter to County residents. "We continue to work on the remediation of the odors every day."

For years now, people who live near the Monmouth County Reclamation Center (it's at 6000 Asbury Avenue in Tinton Falls) have complained about the horrible smell. There are many theories as to what causes it, including that the landfill does not clear gas correctly, and that lots of rain and damp, humid weather makes it worse.

On windy days, the smell can carry as far as Wall Township.

Here is what Monmouth County has done in the past six months to address the odor:

Installed six additional horizontal surface gas collectors in the past 60 days. This brings the total number of surface gas collectors to 17. These gas collectors have been placed in the most significant areas of odor in the landfill and, "have made a substantial impact on the collection of gas," said Arnone.

Work has also been finalized on the C Flare, which vacuums out gas. The C Flare supplements the D Flare, which has been operating for the past several years.

The addition of the C Flare doubled the vacuum capacity and greatly increased the collection of gas, said Arnone.

"Beginning this week (Feb. 26), I will be sending out a monthly newsletter to provide details on exactly what is being done at the Reclamation Center," promised Arnone. "The first monthly newsletter highlights the 30-, 60- and 90-day plans that the County and Waste Management have developed to improve the situation."

The 30-Day Plan, which is estimated to be completed by March 29, includes the ordering of materials for the temporary cap, vertical wells and flare upgrades. The County will also meet with the New Jersey Department of Environmental Protection to discuss an overall plan.

Monmouth Medical Center is building a $200 million cancer facility that aims to expand access for Jersey Shore residents.

The Long Branch facility broke ground last week on the new Vogel Medical Campus at Tinton Falls, a five-story, 150,000-square-foot center that’s expected to open in 2025.

“Our collective investment in Monmouth Medical Center, through the Vogel Medical Campus, allows us to expand access to high-quality, equitable care to the residents of Monmouth County and beyond,” said Mark E. Manigan, president and CEO of RWJBarnabas Health, in a statement.

The new medical campus — a partnership with RWJBarnabas Health’s Rutgers Cancer Institute of New Jersey — will offer surgical and imaging services, same-day surgery with on-site specialty physician offices and advanced diagnostic imaging, according to the statement.

It will also include an oncology clinic and infusion and radiation therapy treatments.

“We know that cancer doesn’t travel well, and patients shouldn’t have to leave the state or go far from home to receive the best care possible,” said Dr. Steven Libutti, director of Rutgers Cancer Institute of New Jersey and senior vice president of oncology services for RWJBarnabas Health, in the statement.

“As New Jersey’s only NCI-designated Comprehensive Cancer Center, we are at the forefront of cancer research and care — transforming discoveries into clinical practice, advancing our understanding of a disease that impacts so many, and supporting our patients from prevention to treatment and survivorship.”

Monmouth Medical Center, a 513-bed hospital, is part of the RWJBarnabas Health system. The hospital treats more than 3 million patients a year.

“With the development of the Vogel Medical Campus, we are entering a future where residents can stay close to home to receive world-class healthcare,” said Bill Arnold, executive vice president and president of RWJBarnabas Health’s southern region, and CEO of Robert Wood Johnson University Hospital, in the statement.
