WOODBRIDGE, NJ — To realize its vision for a lively new Sewaren waterfront entertainment venue, this town is now looking for qualified developers to build and run a 215-seat Tiki bar.

Cleverly called “Up Smith’s Creek,” Woodbridge is now seeking bid for a Tiki bar at its “Sewaren Marina & Recreation Center.” The submission deadline is Tuesday, Aug. 22. TAPinto Woodbridge has application details below.

Meanwhile, on Wednesday, Aug. 2nd, state Sen. Joe Vitale, Assembly Speaker Craig Coughlin, and Assemblywoman Yvonne Lopez will join Mayor John E, McCormac at the Sewaren marina to deliver news about a $4 million state grant to dredge Smith Creek.

Smith Creek is a stream that leads a half-mile from Sewaren to the Arthur Kill. The federal government last paid to have it dredged a few years ago in the wake of Superstorm Sandy.

The latest state grant comes seven months after 19th District lawmakers announced in December 2022 they secured a $1.5 million grant from the 2022-23 state budget for Woodbridge also to dredge Smith Creek.

The new state grant, included in state’s 2023-24 budget, can also be applied to turn nearby Sewaren properties into usable open space for community enjoyment, according to a prepared statement from 19th District lawmakers.

“People enjoy casual outdoor dining. They enjoy being on the waterfront,” Mayor John E. McCormac said. “Our long term vision is to create an attractive marina complex for everyone, whether they own a boat or not.”

The municipal marina now has a total of 77 boat slips after Woodbridge bought the nearby Captain Hook Marina, and negotiated a “basically free” acquisition deal for the dilapidated Pirate Cove Marina next door, the mayor said.

Woodbridge already made significant headway to clean up those properties, and to replace bulkheads and pier pilings On the drawing board for Sewaren’s waterfront is:

● Creating a “living shoreline” off Cliff Road to restore its natural habitat and halt erosion.

● Doubling the size and enhancing its nearby dog park.

● Building a walking bridge, with Middlesex County-approved funds, to connect the waterfront with Alvin P. Williams County Park.

● Building an outdoor stage for live music performances.

● Creating a boat storage area; enlarging it parking lot; installing new overhead lights, landscaping, benches and walking paths; improving stormwater runoff; and upgrading utility services, according to T&M Associates, the town’s engineering consultant.

The centerpiece of Woodbridge’s waterfront venue will be its distinctive marina.

It’s an amenity that Mayor McCormac predicts will be “a source of community pride, and will enhance the value of homes in the Sewaren area.”

Woodbridge initially considered building a waterfront restaurant.

That, the mayor said, was “too cost-prohibitive.” The town would have been subject to federal flood plain regulations, requiring any full-service restaurant to be elevated at least 16-feet above ground-level.

A Tiki bar would not be subject to the same federal restrictions, township officials ascertained.

“It can be built at ground-level. It can offer outdoor food service, and it can offer a ‘dock-and-dine’ feature,” Mayor McCormac said. “People will be able to dock their boats; grab burgers, fries and refreshments; and they can eat outdoors or go on their way.”

The mayor stressed: “This is the most cost-efficient option. We always try to spare our taxpayers any unnecessary expense. We also want to them the to get Woodbridge’s best possible services,” McCormac said. “This waterfront project is no different.”

Anyone interested in building and operating Woodbridge’s proposed Tiki bar on the Sewaren waterfront is welcome to submit bids to the township Division of Purchasing from today until Tuesday, Aug. 22nd.

WOODBRIDGE, NJ — Yet another new apartment complex is being eyed for Woodbridge Township:

An apartment complex called the Arches at Sewaren was rejected by the Woodbridge Zoning Board last November, but is now back on the table this March before the Zoning Board.

It is scheduled to be heard March 23 before the Woodbridge Zoning Board, at their 6 p.m. meeting, according to a public notice the Zoning Board is legally required to put in the Home News-Tribune.

As Patch reported last year, the Arches at Sewaren will be located at lots 551, 555 and 561 of West Avenue in Sewaren. It will consist of two two-and-a-half-story buildings, with 27 apartment units total. It will be located in a beautiful neighborhood of old Victorian homes, and the Arches will have a Victorian look and feel. See a rendering here.

It was originally 28 apartments, but is now 27 apartments and a community room. There will also be a parking lot for 50 cars built in the back.

It is seeking multiple variances from the Woodbridge Zoning Board because it is a multi-family dwelling in a single-family residential zone.

Sandra Vanorden is a lifelong resident of Sewaren, who is against the project.

"We just feel it doesn't fit in with the neighborhood," she told Patch Wednesday. "It is a neighborhood of residential, single-family homes and this is a multi-unit apartment complex with a huge parking lot in the back. There's so much stuff being built in Woodbridge and the town is changing so much. It's honestly causing people to move out because of this."

Vanorden was one of seven Sewaren residents who spoke before the Woodbridge Zoning Board last November, and she thinks it was their speaking up that helped convince the Zoning Board to initially reject the developer's proposal.

"There were only seven of us at that November meeting, but the builders were so condescending at that meeting that it really irritated me," she said. "We brought up issues such as increased traffic and light pollution from the parking lot. They are supposed to notify people who live within so many feet of the building, but not many people know about this."

Vanorden said the developer "added lampshades to the parking lot to help reduce the light pollution."

"But not many changes were made to the original plan. They reduced the unit count from 28 to 27 by converting one of the units into a 'community room'. However, they did nothing to reduce to size of the building. It's massive."

She also said the developer claims they have precedence because of the Ivy Apartments located on West Avenue next door.

"But the Ivy Apartments were built 42 years ago, prior to when the R15 Zoning Laws were established for this neighborhood. There is no precedence," she said.

At the Nov. 2, 2022 Woodbridge Zoning Board meeting, the Arches was denied by only one vote, 4-3.

"We won by only one vote," she said. "A new hearing has been set for March 23. We'll be better equipped this time around."

There is currently an old home on those lots, originally called "The Arches," and it was also the site of the original Sewaren library. Some of the lots are wooded. That old home on the lots will be torn down.

WOODBRIDGE, NJ — The Woodbridge Fire Department would like to thank Shell Oil Industrial Terminal, located in Sewaren, with providing a place to train firefighters.

Many may not know that the Sewaren oil terminal is the largest Shell oil terminal in the world, followed by the second largest in Carson City, California.

With that knowledge, Shell Oil Company recognized the need for specialized response training from the local Woodbridge fire department and surrounding towns.

In June, Shell hosted a multi-day, hands-on training at their Sewaren plant so firefighters could learn the best approach to a major incident in an industrial facility, should one occur. After all, it was on June 11, 1996 that same Shell Oil Terminal was hit by a lightning strike, which resulted in a fire at the plant.

Shell Oil Company also continues to graciously sponsor two members from the Woodbridge Fire Department to attend the annual Shell Corporate Fire School at the Texas A&M Engineering Extension Service in College Station, Texas.

"This pertains directly to a facility in our backyard," said Woodbridge Fire Chief Michael Balog.

"Shell and its employees open their gates to the members of the Woodbridge Fire Department each year to participate in simulated fire and water rescue incidents. These simulations afford the Department the opportunity to identify strengths and weaknesses so that improvements can be made alongside the employees at Shell."

Shell Oil also helps the Woodbridge Fire Dept. purchase specialized equipment to fight industrial fires, which come with a hefty price tag.

"Shell supports the Department’s purchases of this equipment to ensure its preparedness while also eliminating the financial burden on the taxpayers of Fire District #1," said the Woodbridge Fire Dept.

WOODBRIDGE, NJ — The town’s Zoning Board has finally granted all necessary approvals – over persistent neighborhood objections – for two, new apartment buildings on West Avenue in Sewaren.

This squabble may not be over.

Homeowners have, for months, protested plans for the “Arches at Sewaren,” saying the “Victorian-style” multi-unit buildings are a bad fit in their neat neighborhood of older single-family homes.

Lifelong Sewaren homeowner Sandra VanOrden, a vocal West Avenue opponent, says she and like-minded neighbors may file a Superior Court appeal to block construction, asking a judge to take an impartial look their concerns. It is not known if area residents have hired an attorney.

The Zoning Board voted 5-2 on Thursday, March 23rd, to grant a host of variances that Arches at Sewaren, LLC, needs to move ahead with its two-year-old project. The limited liability company’s principle is Thomas J. Fallon of Manalapan.

In an online interview, VanOrden said:

“(Residents) filled the room, did our research, and our concerns and evidence fell upon deaf ears. Apparently, the township is not abiding by the rules they've set ... essentially, there is no need for a zoning board or for a historical commission if they aren't valid. What’s their purpose? They're just sucking up our taxes. Their plan has two buildings on one lot, and it is not in conformity with the development standards for this zone. The developer truly has not considered its responsibility to its neighbors and their properties."

Arches at Sewaren LLC initially proposed two “Victorian-style,” two-story buildings each with 14 apartments on three vacant lots totaling 1.5-acres. Those wooded properties are listed as 551, 555 and 561 West Avenue.

It’s latest proposal shows the applicant reduced the number of apartments by one, from 28 to 27. Instead, it added a community room to one of the buildings. Tenants would still have 56 off-street parking spaces buffered from the street by thicker landscaping.

The latest revision includes outdoor lighting to better shields nearby homes. Landscapi ng – with 8-foot-high evergreen trees and an 8-foot solid vinyl fence – along the rear property line to screen the apartment buildings from view.

On Nov. 11, 2022, the township Zoning Board denied all approvals for this apartment complex after a large number of objections from homeowners on West Avenue, Marsh Street and Cliff Road.

Arches at Sewaren LLC, originally applied to the Zoning Board with a similar proposal in October 2020. It withdrew that application and went back to the drawing board before the board had a chance to make any final decisions.

West Avenue has one other apartment building, next door to the Arches at Sewaren site. Two-story Ivy Apartments, at 567 West Ave., has rented 17 studios and one-and two-bedroom apartments since it was built in 1981.
