BELMAR, NJ — The WindMill, the award-winning hotdog chain, is now under new ownership. The Jersey Shore staple has sold hotdogs, cheese fries and more to residents since the 1960s, and what once was a single shop now has five different locations in Monmouth County. However, after the recent purchase of Windmill by Ralph Epstein, The WindMill will be expanding both its menu and locations.

In late October, Epstein closed a deal to purchase Monmouth County's five WindMill locations from the Levines, who've owned the business since 1976. The locations include Belmar, Asbury Park, Red Bank, North Long Branch and West End Long Branch.

According to a press release, the new ownership will invest in the improvement of the restaurants and expanding the chain, while "maintaining the menu and charm that have characterized The WindMill restaurants for more than five decades."

“I remember the excitement of visiting The WindMill restaurants throughout my childhood, and it’s a tremendous opportunity to play a role in preserving and enhancing this local tradition — keeping The WindMill’s signature menu, ingredients and cooking techniques, and adding new options to the menu,” said Epstein, president of the WindMill Restaurant Group. "We’re particularly eager to make several exciting business upgrades, which will elevate The WindMill experience for out patrons."

Under Epstien's ownership, he intends to upgrade current WindMill establishments' interiors and exteriors, and extend business hours. In just a month since the deal closed, the Belmar and West End Long Branch locations have already extended their hours, and are open on Friday and Saturday until midnight.

"Our family has been involved in New Jersey hospitality businesses for decades, and we understand what a privilege it is to become the steward for an institution like The WindMill restaurants," Epstein added. "In the coming months and years, we’ll be investing in the chain to unlock its latent potential and sustain its vitality for generations to come.”

For years, The WindMill has catered a number of events including wedding, and has worked at dozens of venues as close as The Stone Pony and as far as Yankee Stadium. The chain intends to upgrade its catering capabilities, and is going to debut a WindMill food truck for that reason. The food truck is expected to debut next year, and the chain is hoping it will "enhance the company’s catering capabilities and bring The WindMill’s iconic food to a larger area across the region."

MONMOUTH COUNTY, NJ — New Jersey American Water will be temporarily changing its water treatment process for the next few months as a part of its annual maintenance program for its water distribution system. From February to April, the company will change its water process from a “chloramine (combination) residual” to “free chlorine residual.” The company has been using this process since 2012.

The changes will occur in New Jersey American Water’s Swimming River Water Treatment Plant in Colts Neck and its Jumping Brook Water Treatment Plant in Neptune. Dozens of towns, including Belmar, Lake Como, and Asbury Park, will see their water subjected to this brief change.

New Jersey American Water will monitor the water quality regularly and continue to provide water that "meets or is better than federal and state drinking water standards.”

According to New Jersey American Water, customers may experience a "slight taste and smell of chlorine in their water,” which is entirely normal. New Jersey American Water also says “customers who wish to reduce the taste of chlorine can place water in an uncovered glass container in the refrigerator overnight to dissipate chlorine faster.”

New Jersey American Water added that communities that purchase their water will also be subjected to the changes, including Aberdeen Township, Avon, Belmar, Keyport, Lake Como, Matawan, Naval Weapons Station Earle, Keansburg, and Point Pleasant Borough.

Belmar Elementary School Offering Preschool Program for 3-Year-Olds at Neptune-Based Center

BELMAR, NJ — Belmar Elementary School is opening its preschool program to 3-year-olds. But rather than classes being held at BES, children in the state-funded program will be attending the Acelero Learning Center at 101 West Sylvania Avenue, Neptune City.The district has received a nearly $200,000 grant from the N.J. Department of Education to expand its preschool program through a contract with Acelero Learning, whose Neptune City center is located at the Memorial United Methodist Church — about 2 miles from Belmar....

BELMAR, NJ — Belmar Elementary School is opening its preschool program to 3-year-olds. But rather than classes being held at BES, children in the state-funded program will be attending the Acelero Learning Center at 101 West Sylvania Avenue, Neptune City.

The district has received a nearly $200,000 grant from the N.J. Department of Education to expand its preschool program through a contract with Acelero Learning, whose Neptune City center is located at the Memorial United Methodist Church — about 2 miles from Belmar.

Two classes, consisting of up to 30 students age 3, will be led by Acelero teachers with the same certifications and training as BES preschool teachers, who will be teaching the same preschool curriculum, according to school officials.

“It will be our program housed at a different location,” said Lauren Vasile, supervisor of special services at Belmar. Since the Acelero also provides Head Start services, Belmar students will have additional benefits related to health screenings and advocacy, and other family resources, she added.

Due to limited classroom space, BES has not been been able to open its pre-kindergarten program to 3-year-olds. Through its research, state education officials estimate there is a need for about 30 such spots for this younger population in the borough. In New Jersey, most school districts are not mandated to have pre-kindergarten programs.

Based in New York City, Acelero Learning has provided Head Start services since 2001 and today directly serves 5,000 children and families in four states, including New Jersey.

BES is currently in the process of recruiting and enrolling Belmar children in the program, which will run from 9 a.m. to 3 p.m. daily at the Acelero center. No transportation will be provided.

While the Belmar Board of Education’s application for the Preschool Education Expansion Aid (PEEA) funding recently was approved by state education officials, the Lake Como school board is still awaiting a decision on its application. As a result, Lake Como students cannot yet be accepted into the program.

Based on the acceptance of the PEEA grant, the BES-based preschool program for 4-year-olds will be expanded to six hours with class dismissal moving one hour later to 2 p.m., beginning October 1.

NEW JERSEY – Teachers' salaries are rising again, and six-figure salaries are no longer uncommon for educators in New Jersey. In fact, nearly 10,000 teachers make $100,000 or more. Patch has the list of 10,000-plus top-earning teachers and their salaries in 2019 below.

The Department of Education has released its annual list of teachers and their salaries for 2019. And the list of educators making $100,000 or more — a list that barely had any teachers on it more than a decade ago — has grown in recent years.

It's also a small fraction of the more than 100,000 people who teach in public and charter schools in this state. But the highest earners also come from all different schools — not just the so-called "wealthy" districts that routinely rank highly on national and state lists for best schools.

The data is from the 2018-2019 school year, the most recent year available. In 2018-2019, the median salary for teachers totaled $68,985, according to a Patch analysis of salary data for public school districts and charter schools. Plaza Residences will be situated right over the railroad tracks on the corner of 10th and East Railroad Avenues — a highly visible “gateway” entrance to Belmar, particularly during the busy summer season. In addition, the project calls for the development of a new municipal parking lot several blocks away at 13th and West Railroad Avenues.

The nearly $11 million project is being developed by Barry DePeppe of Tenth Avenue Associates Urban Renewal who in recent years has brought two signature buildings to Belmar’s downtown redevelopment district — Seacoast Commons at Eighth Avenue and Main Street, and Riverwalk along the Shark River Inlet at the Main Street bridge.

DePeppe said Plaza Residences will have a more residential look than those two mixed-use buildings on Main Street — featuring “new urbanism” design concepts that include more verticals, different textures, walls panels and metal trellises, to name a few.

“When we came before the architectural review committee, they were excited about (the project),” he said. “It’s close to the train station and Route 35, which is the ideal look for the location.”

The building will consist of 54 apartments offered at market value — 48 two-bedroom units and six one-bedroom units — and six one-bedroom units that would qualify as affordable housing.

With the apartments planned for the top three floors, the ground floor will house the enclosed parking garage, which will include a total of 97 spaces — 75 for residents and 22 for “shared” parking with downtown retailers and nearby Belmar Elementary School, and to be used as guest parking for the building's occupants.

The structure will be constructed on the site of the former commercial building and the adjacent parking lot that had been owned by Belmar until it entered into the redevelopment agreement with Tenth Avenue Associates Urban Renewal to purchase it for $100,000.

In addition, the developer will construct another parking lot on a portion of the Belmar Public Works Department’s property at 13th and West Railroad Avenues. A 36-space surface parking lot will replace a waterworks building that is no longer in use, and an additional 11 parking spaces will be placed along West Railroad Avenue.

In an area where parking is at a premium, that nearby parking lot must be completed before final permits are granted for the residential portion of the project, based on plans approved by the borough planning board in April 2017.

Factoring in the $100,000 price tag for the municipal lot, Tenth Avenue Associates is investing $800,000 in parking improvements, according to DePeppe.

Since Plaza Residences falls under the jurisdiction of Belmar’s redevelopment plan, Tenth Avenue Associates is exempt from paying taxes for some 30 years and instead will participate in a payment in lieu of taxes (PILOT) agreement with the borough. It is required to make PILOT payments based on the building’s annual gross revenues — 11 percent for the first 10 years, 13 percent for years 11 through 15 and 15 percent for the remaining 15 years.

Although the project is a permitted use in the borough’s seaport redevelopment and not located in a flood zone, state Coastal Area Facility Review Act (CAFRA) approval was required because it consists of more than 24 residential units.

Another $6.4 million redevelopment project by DePeppe is planned at Main Street and Fifth Avenue, the current site of Strollo’s Italian Ice and the former Torche Gallery. Called Fifth Avenue Flats, the mixed-use building will consist of seven first-floor retail spaces and two floors consisting of 24 residential units, as well as on-site and designated street parking with a total of 56 spaces. A timetable for that project has yet to be announced.
